A man in his 40s sits on a bench outside the department of justice staring, as if he was waiting for someone, or waiting for something to happen. An older man, Newton Phillips, walked toward the bench and set down a briefcase next to the man in the fedora. "Must feel good to be home again, sir." The man in the fedora nods, but didn't look at the older man next to him. 

"Yeah

"Yeah." he nodded  "Well, we'll see about that." he chuckled softly and picked up the briefcase, then walked toward the building and headed inside. 

Once inside, the man in the fedora walks straight to the booth. "Good afternoon." he looks down "I'm here to see Assistant Director Harold Cooper." A young woman working at the booth stares at him confused, then replies staring at the screen in front of her blankly "Do you have an appointment?" The man shakes his head "I do not." The man gave the woman a card. 

"Tell him it's Raymond Reddington." Red turns and walks to the center of the room. He then puts down the brown briefcase, taking off his coat and fedora. The woman sees his wanted poster pop up on the screen as No. 4 on the FBI's Top Ten Most Wanted, she then pressed the alarm. As the siren rings, Red kneels down on his knees and places both his hands behind his head, smiling smugly. To his right, is his wanted poster on the board. A younger man that looked similar to Red watched as Reddington literally surrendered himself.

Two black Cadillac Escalade ESV drive up, and as soon as they come to a stop, a man and a woman step out of the first one. A man with blonde hair walks up to the man "Donald Ressler, Washington Field Office. I'm the case agent on Reddington." they shake hands and walk to the doors of the department. "When did this happen?" the man asked.

"Under an hour ago." Ressler replied to him. The man looked at Ressler "Can we confirm it's actually him?" Ressler nodded "It's him alright. Print matches, tattoos." Ressler confirmed as they approached the elevator. "He even volunteered classified details about the Brussels mission in '08." The man looked at Ressler, confused "What happened in Brussels?" Ressler looked back at him "Sir? We tried to kill him, Sir."
