When Hailee was born, she mainly lived with her mother at their house in Beacon Hills. Causing her to grow close with her mother's sister, and her son - since the kids were about the same age, and that meant that she had become best friends with him and his best friend. Especially since anytime Rosá McCall had to head out for a hunt or meet up with Hailee's father for a job, Hailee spent her days mainly at the McCall house - since she hadn't really had a father until then, because he and her mother had agreed that he somehow always got too mixed up in the more dangerous parts of the life they chose.
Hailee, Stiles, and Scott all became partners in crime. Often called the "three musketeers", up until they were 7-years-old and Rosá had died.
It would have been easier to just leave Cam with her aunt, but even though they were family - it wouldn't have been fair. Not with the McCall house having their own family issues and problems, and honestly, after being scolded by Bobby and Sam - Dean realized that it would have just been selfish to make the girl lose more than one parent.
So, with the help of those two (and more), Hailee left with them and grew up a hunter alongside her father. But different than how most in their life is brought up, she grew up with a family, with love... and any chance he could, Dean would try to get her somewhat of a childhood - that is, along with trying to teach her everything she needed to know about being a hunter, because she had to know how to survive.
But even though he and Sam were teaching her to become a hunter, she never actually left the motel or Impala during a hunt until she was about 14 - but that did give her time to learn more about her mother's lifestyle. Learning about how to be a witch - but not any kind of witch.
See, Rosá hadn't become a witch by blood - it was an accident for her to get powers, so when she had a child - that child was born with powers, but different as well. Hailee was born as a siphoner, which meant that she had to siphon energy and magic from other supernatural beings, to be allowed to actually cast spells and such.
Her mother had taught her about her powers when she was 6-years-old and accidentally set a couch on fire, so she had to know about mostly everything. But then a year later, she was gone, and obviously the Winchesters didn't know what to do - Dean just prayed that Rosá didn't tell the girl, and that the girl wouldn't be in any more danger than she had to be.
