The Elders are a powerful group of high-ranking whitelights that help and direct the forces of good that protect humanity (i.e, witches and other wightlighters they train and assign to protect witches). Despite being portrayed as ancient and mighty beings, they are over-powered by the Angels of Destiny.
Over the course of the years that we see on the show, The Elders are portrayed as a rigid and strict bunch whose sole purpose is to protect and preserve the greater good. Their cause for good to prevail has often led them to make some sacrifices here and there, like begrudgingly returning Leo Wyatt to Piper Halliwell after she swore she'd give up being a witch and protecting the innocent if they didn't.
It wasn't until after the Titans had been imprisoned due to their divine intervention, that the Elders began to create magical beings - whitelighters. Initially, they'd created them with the intention of them becoming avenging angels, warriors, but after a dispute broke out amongst them, they eventually decided that the whitelighters would only be guides to good magical beings, such as witches or people destined to become whitelighters themselves.
Despite their lack of popularity from the viewers of the show, the Elders have to be credited for their sheer determination and strong pursuit in protecting the world and the future of all things good and light.
