Mister Robert Rhysworth stormed into the GCPD, slamming his phone down on Commissioner Jim Gordon's desk. "The Penguins got my daughter. My fucking daughter!"
Jim's eyes widened. "Barbara! In here, now!"
A flustered looking woman came bustling in a few moments later. "Yes, Com- Oh! Good morning, Mr Rhysworth!"
"We've got a case, Barb. Penguin kidnapped Mr Rhysworth's daughter. What else do you know?" Jim asked Robert.
"He's ransoming her, that son of a bitch wants one million dollars for her."
"Is there any reason why he'd suddenly decide to kidnap your daughter? God, you're disliked, but even Penguin needs a motive for his bullcrap."
"— No."
"Know where he is?"
"Mister Gordon, if I knew where he was we wouldn't be having this conversation."
"Well if thats all you got.."
"It is."
"That's all we need from you. Thank you, Mr Rhysworth. Rest assured we will get your daughter back alive. There will be no need for you to pay that ransom."
Mr Rhysworth nodded and left.

"So these are all the places the Penguin's businesses own.." Barbara told Jim, holding the map of Gotham open. "Judging by the photos, its a smaller building, so we can eliminate almost half of these buildings. The building was too well sunlit to be in Central so we can eliminate those.."
"That leaves the western side of town. And the docks." Jim sighed. "I'm not gonna lie, Barbara, this could take a while."
"Can't we get Batman?"
"He's tied up - something in Arkham. A new project he's helping out with."
"Damnit."
Jim looked around. "We'll get a small squad.. split up at the docks to cover more ground."
"When are we going?"
"Tonight."
