Why- These two are the closest friends of all the cadets (in my opinion), but I don't think they're meant to be. Rod seems like he may have a crush on Swift, but Swift doesn't seem to like him like that. The only real fault of this ship is that they are more like brothers than romantic partners. If Penny was nonexistent, this would be my ship for Top Wing.
