Satan influences confusion and doubt in the Bible, almost in 3 occasions: When Adam and Eve are tempted, when Job is tempted and when Christ is tempted. This is of course very obvious by the way he uses terror to get them to "break".
He doesnt necessarily create chaos, chaos is already there, he just thrives in that chaos, and tries to take advantage of it, in a world already influenced by his evil roots and tries to break the human code of law, righteousness and morality of the psyche, so that humans can become "Satan's" themselves; Opposers of God. This is what we call the "Spirit of the World".
Adam and Eve's occasion talks about how its like to lose control over your life and/ or mind, Job's occasion talks about being controlled by others into sinning, and Jesus' occasion talks about reclaiming control, when tempted 3 times, especially when he is made perfect, he has been given the name of the "Last Adam". (1 Corinth. 15:22;45)
"Satan" has no arc, no storyline, no development, he has nothing, he's an absolute. And it's that Absolute that causes him to have power over his victims, he plays with their established identities. An example being Job, he loses his sons and daughters, he loses his house, his wife blaspheming God and he becomes a leper, and so he is given a chance to blame God, but he remains faithful to him. Satan wants to break Job's identity into proving to God that he's not a good person just because God rewards him with riches and a loving family. In the end, Satan loses and Job reclaims control, from which he had been under influence by three people who tell him to just quit God's side so that he can end his own life and not have to keep suffering. But ofcourse, this backfires.
With the promise God made about their being a resurrection in the near future, Job would resurrect and reclaim the kids he lost, doubling everything he lost before. (Rev. 21:4)
With that promise out of the way for a minute, Satan wanted to prove a point to God in Heaven that someone as good as him could become a blasphemous sinner who would leave God's side, when everything he lost is taken away from him. (Job 2:2-7) Instead of becoming evil, he became what God wanted him to be, a lowly and humble man after showing him that God can do the impossible. (Job 37: 5)
With the power of Control and Doubt, this is how Satan succeeded in the Fall of Mankind, but now he's ready for another go, the "Second Fall of Mankind", in where at the end times, only those staying faithful like Job till the end will be rewarded, and those who have lost their true identity and have become "Satan's" will be judged in the final Judgment.
