Unfortunately, he, like his counterpart, BEN, have PTSD because of specific events. Though, that does not make him weak, his anger and hatred to what had happened and how people kept teasing him fueled his strength and his will to kill. He, Jeff, was one of those unlucky teens that had lost it, trying to fight, but he couldn't take the fact that people seemingly "think he's ugly".
Jeff appears to have some sort of Psychosis or Schizophrenia from what I could see, of course, his back-story didn't make it too clear what had gone on with him besides non-leaving hatred for those who acted disrespectfully towards him and his brother, Liu.
