I would like both. A walk under the rain is romantic enough for me. Just laughing under the rain, playing under the rain, just talking under the rain can even make it special but when it comes to kissing under the rain, even though I may not look like I'm a romantic type of guy, (only to Jimin though) it's every person's dream to be kissed under the rain. I think there are no more other explanations. Kissing under the rain is romantic already.
