Step 1: Choose a fandom, or world
Rather its a fanfiction, or own universe its best to figure out the world first, that way you can make your Character accordingly. You don't want a character that seems like they're in the wrong world(like and Inuyasha type character in a Harry Potter world). The only exception would be a crossover though.
