Glowing text, or shall I say neon text, works better with a dark background.
This is what we'll be making today:

Ok, so first here is the picture I used for the unicorn, and here are a few more different ones (for options) If you want to find more neon signs on Google, look up " {Noun you want} neon sign" and you'll probably find what you want.

Ok, so now that we have the pictures, let's just set them aside for now and work on what you all came here to do.
Go into Phonto and make a black 512 x 800 image.
Next, pick whatever font you want.
Make it white. Go to 'Stroke' and select a light / bright colour (Don't select a dark/dull one!) Here, I chose light pink. Next, go into 'shadow' and select the last one, and preferably the same colour as the stroke.
Fonts; Title ; neon Subtitle/author ; moonlights on the beach (once you've got the fonts on the background, tap on the bottom text, for me it's the word 'lights' so it sort of covers the top text, you don't have to do this but I loveeee the effect it makes)

Here's the shadow setting if you didn't understand. You can mess around with the blur as much as you want, I set mine on 100 because we want that gLow.
Now that you've done that, go into the bottom three lines > add item > the second category (at the bottom) and scroll down until you see a frame thingie similar to my one. You can change this too, if you don't like it, just mess around and choose what you want.

Add a few on your background, and make noticeable gap between each one.
Save it and move onto superimpose.
Once on superimpose, just cover your frame things with the image like so;

and then go to Transform > Blend > either 'lighten' or 'screen'. I used 'lighten.
Now, go into mask > settings > scroll right> square option. (Here's the settings, just make sure it's a straight-edged square rather than a curved-edge one.)

Anyways, just use this tool and 'erase' to erase the parts you don't want to be sticking out of the frame. (This works great with rectangular or square frames, not so much with round ones)
As you can see in the picture, it's a pink colour rather than the original purple, that's just because I used filters and stuff before-hand to make it the same/similar colour as the text.
And you're done!
