After you fight and spare Toriel there is a way to encounter her before the end of a pacifist run. If you go back through the ruins after sparing her and go to the flower patch at the very beginning she will be standing by the flowers. You can talk to her and she mostly just insists that you should leave the ruins and shouldn't have bothered to come back and talk to her before leaving.
Also at first, I didn't think this was possible because I watched Jacksepticeyes playthrough and he said that he couldn't find her when he went back through the ruins. I'm guessing he didn't go to the flower patch at the very beginning of the game.
