In this world, people with special powers and abilities are feared and hated. The government made people be prejudice towards outcasts. They did this in order to capture outcasts and exploit their powers. When Raven discovered she had powers due to her not being able to control her anger. Since everyone in her class knew she was an outcast she had to run because everyone was obliged to help capture outcasts whether they are your friend or a family member. As Raven sets off she wont know what she would encounter or where to hide.
