Scar, being 20 metres away from Katae, took a step to another forward. Bystanders watch from afar, as they were afraid to being part of the conflict.
Having sensed that this will not end well, Katae activated the Future Driver, one that will able to transform himself to Kamen Rider Millenia. But just before he could do that, Scar suddenly appeared in front of Katae, knocking him on the asphalt.
"This ability", Katae thought, belongs to Three Elements James Ackerman! Scar has taken the card, along with the other Three Elements. Scar then uses Three Elements Akate Riukki ability, '40 inch blast' and flung Katae furthur down the road, away from Scar.
Being satisfied with his achievement, Scar then revealed all 5 cards and proclaimed, "Behold! Your New Arbiter who shall now rule over you!"
Just as he was ready to leave the area using 'Teleportation', an ability of James Ackerman, an axe flew parallel to Scar from the back. The axe missed it target and was stuck on the soft grassy path. Embroidered on the axe is a striking red design with the word 'Quadro'.
