The city was evacuated soon enough and everyone, even the Avengers had fled. They had kept going until they couldn't go any further. They were too tired. They set up a small camp and tried to contact other countries for help but none would oblige. They had set up armies at their borders so that the creatures won't go to their countries.
The Avengers only had themselves to stop this threat.
And they didn't know how to do it.
