So I will give a more detailed description here. I will try to explain everything in a way where it won't spoil the next chapter about why Ruki was put away at such a young age.

So Ruki may or may not have gotten revenge on his brother for destroying something. So at the age of 10 he is put in a rehabilitation center for violent children. He was called psychotic, a sociopath, and sadistic. But really, he just wanted the love his parents gave his younger brother. So he became jealous. He didn't care what happened to his little brother.
