They could tell you that magic doesn't exist. They could tell you that ice doesn't burn. In Moscow's land, both of these statements are false. Magic does exist, and ice can be burned. This is due to the magic of the wolves. In all lands, these statements are false. From Ice Land to the Shimmering Springs to the Hell Lands. Magic exists and the wolves are the only ones who can use it. Moscow, the czar of Ice Land, specialized in ice and rock magic. She was able to manipulate ice and rocks, twisting and turning them to fit her needs, whether it be for combat or to build homes for her people. Moscow was the czar because she did just that. Moscow was worshiped. Moscow was feared. 

A palace had been built for her and her servants. They weren't really servants, Moscow preferred to do work that needed to be done on her own. Not that she didn't trust her helpers, but she didn't want them to panic because they messed something up. There is such thing as doing your own dirty work. That is, until it came to punishment. Moscow was far too busy to carry out most punishments such as acts of stealing. However, when it came to anarchy or treason, she saw to it that she was the one to deal the punishment. Most of Ice Land's citizens felt protected under Moscow, as no visitors (usually animals who shouldn't be there) are allowed to hunt or trade without her say. This may seem a bit ridiculous but it was effective for keeping peace. 

Just short of two hundred years ago, Ice Land fell into ruin because of an event known as the Hell Dog outbreak. Ice Land's people were starving, nobody could nest, burrow, or live there. Trees were forever ablaze. That is, until Moscow came along. The story has been told thousands of times, each version different from another. Some say she was native to Ice Land, some say she wasn't. Regardless, each version included the fact that Moscow restored the land to its icy glory. Alone. As thanks, the animals named her Czar and she kept power. After all, who would be able to challenge her?

Wicker. He could challenge her, he had brute strength. However, his strength didn't hardly bother Moscow. Wicker was stupid. He lacked the intelligence needed to challenge her (and win). Yet, he attempted to seduce her by giving her the thing she hungered for the most. Power. Yet, for some reason, she refused.

"Thank you, but no thanks. Now begone before I have you executed."

"Executed? Why must you be so bitter, my dear? It was a simple marriage proposal."

"I said no. Get lost." 

Moscow could feel the ice heating beneath her paws. She summoned ice to keep Wicker's flames in check, but the floor beneath her began to crack. Her lips curled back into a snarl. If he wanted a fight he got one.

"There's no need for that."

"Clearly, there is," she growled. 

Wicker ran and sunk his teeth into her shoulder. Moscow was able to whip her head around and get him by the back of the neck. She shook her head. Hard. Wicker yelped and let go over her shoulder. Moscow's bite was less lethal so Wicker bled less than she did. Her silver fur stained red, just like the icy floor beneath them. Wicker was distracted with trying to stand up straight. Moscow lunged at him and her claws caught his left eye. Wicker howled in pain as his now missing eye rolled on the ground. 

"You bitch, what have you done?!"

"You came to my land and threatened me. You brought this on yourself. Leave, before I remove your other eye." 

A penguin walked in with two snow leopards to escort Wicker out. The penguin stayed behind. 

"Hello, Boggy."

"Hello, Czar." 

"I told you, there is no need for you to be formal with me." 

Moscow considered him a friend, unlike the rest of her servants. To her, the rest of them were simply just there. Boggy was different though. Whenever Moscow wasn't busy, she would lay down by the lake and be cuddled by penguin chicks, seal pups, and bear and leopard cubs alike. She tolerated it. But she would acknowledge Boggy if he were to lay down and cuddle with her.
