Lucy Everett Dursley is a wizard. She doesn't get to be rescued from her horrible aunt, uncle and cousin like Harry Potter did. Partly because she's related to him. The family she has and loves weren't so nice and kind to Harry as they were to her. This is well known through out the wizard world. No not the part that Lucy exist just the part that Dursleys are douche bags. Lucy had inherited her fathers blonde hair, her great aunt's Lily Evans' green eyes and her second cousin's Harry Potter's magical abilities. Lucy isn't someone entirely made up of those around her. She is a proud thick glasses with rhinestone wearing, jegging loving, lattae sipping, always hugging hipster.
