Plot;
To put it simply Norway is basically a ghost/imaginary friend that England has (yes this is the best plot I could think of)

England age: 10
Norway age(died when): 8
(Is now): 689

"You can't catch me!" England laughed while he ran around the room Norway chasing him. Norway loved having someone to play with. England was the first child to live here since Norway committed Suicide. They enjoyed each other's company a bunch. England's parents came into the room. Both of them stoped running immediately. "What are you doing England?" Asked his mother. "I was playing tag together with Norway" answered England. "You should stop lying" said Scotland, Wales and Irland nodded in agreement. His parents looked at England with a horrified gleam in their eyes. Norway walked over to England "it's fine Iggy no one is going to believe you." "Why would they not believe me when I'm speaking truth?" Said England back. His parents smiled "tell Norway that he's safe here" "he can hear you! He just can't be seen by you." 
The years went by Norway and England grew closer than ever in the end England let Norway "possess" him so they could always be together. Until the day Norway's spirit and soul was to old to exist any longer. And England became cold and he was in forever sorrow, he missed his life long friend.
It's the year 1410 a new country with the name of Norway has been reformed....
