Reason why she's in indian hill:After he police had announced her parents dead, she went into hiding but was caught by the police whom was looking for her. She used the freeze gun that her father gifted her for emergency's and freeze them, after she ran away with jim gordon and harvey closely behind her. She stopped in the middle of the bridge, and aimed the freeze gun at them, as soon as she was about to blast them harvey shot her in the head. in shock she started backing up against the broken railing and as soon as she fell limp against it, the railing broke and her body fell into the river the freeze gun falling with her, as she sunk further one of the nitrogen capsules exploded and froze her and the water in place. It wasn't until the next day that her body was recovered and brought to "Arkham Morgue" which was what they were told, her body was actually brought to Indian hill to be experimented on. She was revived in the process and discovered her new powers when Doctor strange was informing her that he had also revived her father...
