harley was born and raised by sirius black and she actually never really knew who her mother was , because sirius refused on talking about her to his daughter. The only things she knew, is that she was a slytherin student in hogwarts and that she was killed by Voldemort. When harley was younger , the other kids laughed at her and called her „halfblood" because no-one believed her, her mother was a pureblood. No-one really knew who she was and why she was killed by Voldemort, only Sirius. The reason why harley wanted to be the most in house slytherin , is that she hoped finding out something about her mother, but after a time she gave up hope and realized her instincts led her to be a slytherin, because that is what she really is in her heart.
