The Malfoy family was happy about the fact that their son finally found a pureblood partner although if we look into the Family, Harley is Draco's second cousin. Sirius Black is the Cousin of Narcissa Malfoy née Black who's the mother of Draco. As long their son marries someone of a pureblood family they don't care if they're related or not, so that's why Harley is very welcome in the Malfoy Manor and lives with them together
