note;
basically i made this up so here are some rules to go by.
1. each card will have a dare and truth; number 1 has a pretty chill dare, 9 has a really tough one
2. on +2, +4 and colour change, the player that places it can ask the next person truth or dare and give their own.
3. if someone places a skip card, the person that they skipped can choose to ask either the person who placed the card or the person it was skipped to truth or dare
