What is some advice you would give to someone who wants to be barefoot in public?

Go for it! Take it slow, though. Feet that have been accustomed to shoes will have weaker muscles than feet that are accustomed to being barefoot, and those muscles must be developed gradually in order to avoid injury. Think of it like weight training at the gym. You will be sore at first. Listen to what your body tells you and respect your physical limits.
