suzanne collins had to actually approve of everything in the movie. meaning she approved the whole glato moments.
she had also helped each tribute actor come up with a backstory for their character, gary ross even told alexander ludwig (cato) & leven rambin (glimmer) to create similar backstories for their characters so that THEY could love each other in the movie. oh and guess what?
suzanne collins AGREED with this and even helped them design their backstories so they could have chemistry in the movie, meaning she never intended for clato to ever happen. and how? well literally EVERY single tribute gets sad once their partner passes or they think that they have. so that's why cato was telling clove to stay with him.
and if marvel and glimmer weren't dead she would've called for them as well.
