"Hello everyone and welcome to the new board meeting about the experimental drug 21a. this product has been designed for the well being of our citizens in mind. It is an injectable antiquinset medication that is meant for our quirkless population. what it does is it makes these quirkless individuals develop their own kind of quirk in a way."
He glanced around the room, "Our testers have all experienced subconscious telepathy with the emotions of the other testers, and the people with quirks find that they become happier when surrounded by our testers. Quirk users with depression stop feeling depressed, and anxiety decreases to almost zero." he paused to see the shocked expressions of the others in the room
"The last thing 21a does is inject nanites into these quirkless individuals, and at any time we can have them do what we need them to without recollection, these nanites are killed off by a person's quirk, rendering the drug useless to anyone with a quirk. We believe this could help our world in the long run, which is why we will be mass-distributing it starting the end of this month and we will mark them all with a tattoo on their wrist"
Taidana looked around the room seeing the approving nods of almost everyone, minus the skeptical look of one individual. "Now...Any questions" Taidana asked, clasping his hands together and looking around. "Yes I have one!" there was a slight pause, "are we sure that this is safe to be giving to our citizens? our children!? There must be side-effects that could endanger our people." Taidana sighed, pushing his glasses up a little farther, "Yes Ms. Shimura, we have thought about that, and we have made special....arrangements...if they get out of hand"
