It is historically recorded that the first person to manifest a quirk was that of a newborn baby in the city of Qing Qing, China. It was not known why such a superhuman ability would make itself apparent in that place or at the time, but it changed the course of society and created the quirk phenomenon.
Currently, around 80% of the world now possesses a quirk – most receiving theirs by the age of four. Most of these super-powered humans retained average quirks. However, as time went on, the level of powers that were shown had grown.
Quirks are now categorized within a class system – a level 1 quirk user being someone with a minor superhuman powers – to that of a level 6 quirk user – a quirk user with the strongest superhuman powers. For understanding, a level 1 quirk user was someone's whose quirk barely affected them or a maximum of 1 person around them. A level 6 quirk user's abilities could affect thousands or even millions – the power is limitless. Level 1 – 4 quirk users are common, whereas level 5 and 6 quirk users are not. Any one past level 4 is legally required to register their testing consensus within the state or country that they live in for government surveillance purposes, especially with the growth of heroes and villains over the years.
What is also historically recorded to have happened almost at the exact point in which the quirk incident occurred, was the first documented meeting of a soul-bounder, or bounders as they are commonly called. It was recorded that when a thirty-two-year-old male who had been color-blind his whole life made eye contact with a woman on the street, his world came to life in color. This equally bewildering phenomenon came without precedence but was welcomed all the same. Since then, it has been noted that the earliest one may meet their bounder is typically at fifteen years of age. Many people have also met their bounders over time in a variety of ways.
Science has come to figure the primary ways in which one would meet their bounder. They are categorized as the following: their name appearing on one's body, a count-down clock on one's inner wrist that counts down to when one will meet their bounder, being color-blind and suddenly seeing color from making eye contact with their soul-bound and dreaming your bounders memories. There have been other examples, but these are historically more common.
Side effects that come with being bound to one in correlation to the appearance of quirks is that one cannot use their quirk against the one they are bound to. Partners emotions have also been noted to sync; i.e., one can feel their bounder's emotions. Some cases have also shown minor mind-linking as well. It is not known if everyone is soul-bound, but many delight in the idea of their perfect mate being out there.
However, it isn't always a match made in heaven.

Hi! As you can see, this will be a slight AU story. So, I wanted to provide a bit of background information on the concepts of soul-bounders and the level system for quirks, as they will both be pertaining to my story here.
As noted from the bio, if AU type stories aren't for you, I get it! However, this will stay (for the most part) on track/timeline with the anime/manga, so keep that in mind as well and I hope you give it a chance!
Another note - the OC is going to be very OP. She won't be a mary-sue, but she will definitely be a powerful character. If that is something that doesn't interest you, no worries - but I do want to give a heads-up since that isn't everyone's flavor of the day, yah know?
