Sebastian never initially intended on creating the Black Death of the 14th century, he just realised most of the way through the 1340s that he hadn't really done many evil things, and hastily started the Black Death to keep up his reputation.
Bonus: Sebastian, as a relatively young Demon still unsure of the extent of his powers, didn't entirely expect the Black Death to kill so quickly, and so (in secret) tried to at least slow its spreading. The death toll likely would have been a lot higher were it not for Sebastian's intervention
