Racism isn't just "prejudice, discrimination, or antagonism directed against someone of a different race based on the belief that one's own race is superior." even if that is the official definition from the dictionary (which might I add was ironically written by white people ikr what a shocker). We're going to disregard this incorrect definition of racism altogether because it doesn't include the important fact that racism directly causes systematic oppression as the ~racist white people~ who created this definition hundred of years ago didn't want to throw themselves under the bus. Racism works on both an individual and societal level, in order to be truly racist, you need to possess the power to systematically oppress an entire group of people and in this society, only white people possess that sort of power. This definition of racism is actually just the definition for racial prejudice, except for "...the belief that one's own race is superior". Racial prejudice doesn't necessarily always stem from that particular belief. If you're somebody of color, you don't have to believe that your own race is superior in order to have backwards views about another race even if that may be the underlying reason for most cases of racial prejudice. However, I want to make it clear that even though white people cannot experience racism, every race can face racial prejudice despite their position of power in society. When a minority bears biased-fueled, harmful opinions about another race; whether it be towards a different minorital race or white and proceeds to take it out on somebody of that race, it is classified as racial prejudice. This is a form of harassment and isn't any better than actual racist treatment so I believe that the harasser should still be held equally as accountable for their actions as a racist white person would be held foe theirs, BUT what makes this situation purely prejudicial rather than racist is that on a socio-structural level, the harasser cannot legally revoke or affect the rights of said victim because they simply don't have the power to institutionalize that sort of racial oppression in a judicial system that has traditionally, and still favors white people. In other words, anybody from a minority group cannot enforce racial oppression because they cannot wield the race of the person that they're discriminating against as a weapon to use to threaten their rights, therefore making it impossible for somebody of color to be racist.
So the next time you overhear a white folk complaining about feeling "oppressed" from all of the "reverse racism" directed towards them, tell them to take a step back and check their goddamn privilege :)
