So in this AU, having 100% control of your quirk is an amazing feat, like news worthy. It wasn't something that just happened to anyone any day. The main two known for this are All Might and Deku (with Eri). 100% quirk mastery also results in the ability to use ultra moves known as 'Plus Ultra Moves', what is essentially just a highly upgraded version of ultimate moves.
