I believe that Chara is not a good person, yes. But they're not a bad one either. They're normal like us.
Their actions would be seen as stupid and impossible, but in their mindset it's the right thing to do and anything is possible if you put your mind, time, will, and effort into it! If they believe it is, why would we choose to believe that it isn't? They tried to save all of monster kind all while teaching the human kind a lesson!
I don't see revenge, I just see someone serving justice to both sides, opposing. After all, your actions always have consequences~
