"I don't know Russia, maybe I should wait a little longer", The German was wearing the same light brown dress as before and looking at himself in the mirror.
"It'll be fine, it's just a dress", Russia had been standing behind Germany. Seeing that Germany was still worried, Russia wrapped his arms around his waist.

He had his head rested in the crook of Germany's neck, "I think you look fine~" Russia moved one of his hands to Germany's thigh from underneath his dress.
Germany instantly flushed, "Russia, No! You can't touch my thigh if when I don't have pants on under this!" He lightly shoved Russia's shoulder.

"Russia, yes." Russia squeezed his thigh before wrapping his arm back around Germany's waist. They stood like that for a couple more minutes before Germany finished getting ready.

"I don't have a meeting today, so I just have to go and work on what he assigns me today". The German was gathering his stack of papers as Russia walked over to him, "I'll see you soon".
The two countries shared a kiss before Germany left.

—————time skip to building—————

Germany stood outside the building nervously holding his papers and adjusting his glasses, "It's just a dress, It's just a dress, it'll be fine", He kept repeating that to himself before finally gaining the courage to walk in.
He quickly walked to get his work file, each country in the EU had one, then walked to his desk.The only ones who had been over by the files was France who was trying get his file sorted out while laughing at the two next to him, America who had brought them there and was currently getting Britain's file out for him, and a very pouty Britain who was upset he couldn't reach his file because of his height. None of them had spotted Germany yet.

Germany felt a lot calmer sitting at his desk, then not as many people could see his bottom half with how he was sitting. He sat and did his work for a few minutes before he felt a sudden hand on his shoulder, "Oh, EU Sir! What do you need?"

All unions had a shade of black for their eyes instead of white, something about lack of main culture or something.Germany only knew of one country that had eyes like that, and he wondered if Britain had similar eyes.
The EU was standing behind Germany smiling very wide and fake, his eyes always freaked Germany out the most, and he retracted his hand.

"Oh I was just wandering what you were doing...and something else." Germany looked at EU very puzzled, "I'm doing wörk, and What else do you want to know?"

EU seemed to stare into his soul before stating, "Germany, I need you to stand up", The German suddenly panicked. He didn't want many people to see his dress! Then on the other hand, he couldn't deny someone who was basically one of his bosses! Germany slightly turned his chair and hesitantly stood up.
EU seemed shocked and looked him up and down for a couple of seconds before he asked, quite loudly, "What are you wearing?!?"

Germany flinched as EU's voice caught the attention of the allies, who were still by the files, although they couldn't see Germany behind EU.
Germany was starring at his dark dress shoes, the same ones he always wore, "I-It's a dress, Sir." EU seemed to process what he had said before he started to laugh loudly, catching the attention of more countries, it had been Belgium, Austria, and Hungary.

EU caught the attention of Spain before he finished laughing, "Oh Germany..." All three Baltics looked over and stopped their quiet conversation, "I expected more from you." Czech and Slovakia both tiredly looked over.

Germany tensed at the fact everyone in the room had their eyes directed on the Country and Union. He got lucky however, because he had gotten there earlier than normal so there were fewer countries. It was still as nerve racking.
