I chanced upon the power of the airbrush (triangle) in making the person glow. The process was like this: (the red one being the original photo)

I started with the side of his face. Realising he could glow, I started to trace his outline. Then his eyes, and eye shadows. Then just dotting big patches around and it makes this glow effect. Then I smoothen his skin out (4th pic, first from right in row 2) and added glitter in the 6th photo (first from right in row 2). Added more yellow patches to his face. Slowly adding hexagons (out) with low opacity.
