"It's taken some work, but I finally have them." Amanda Waller states to the Admiral and General as she cuts her steak. He's worst of the worst."
She takes out a binder marked with top secret and slides it over between the Admirals and Generals dinner plates.
"There are rumors that some of them have abilities." Admirals hesitates
"Oh, those rumors are true" Amanda expands

She noticed that the two men haven't opened the binder yet. She sighed as she flips open the journal.
"Floyd Lawton AKA Deadshot." She states revealing a man and his mugshot. "He's the most wanted hit-man in the world. They say he has an elite client Intel. But everyone has a weakness that can be leverage, he has an eleven-year-old honor student in Gotham city, his daughter." She explains. "So we watched and waited."
"And you caught him" the general speaks up.
"Not me, I just gave an anonymous tip to the right guy in Gotham City." She corrected referring to Batman.
She quickly turns the next file revealing the mugshot of a woman with platinum blonde hair with blue dye in one end and pink dye on the other end with a small heart tattoo on her cheekbone with the word rotten is tattooed on her jawline.
" Harley Quinn before she ran off to join the circus she was known as harleen quinzel. A psychiatrist at Arkham Asylum, assigned to the clown who self she thought she was curing him but she was falling in love" Amanda says.
" talk about a workplace romance gone wrong" she jokes with
A straight face.
"They became the king and queen of Gotham and God help anyone who disrespected the queen that was only the beginning she's crazier than him and more Fearless but the back got to her and took her to the same home as Deadshot" she said and flipped the page.
[Jump couple minutes]
"Here we have a witch" she starts
"A witch" General asks
Yes I'm talking about flying, spell casting, medieval shit, disappearing witch."
"Dr. June Moody archaeologists wandered into the wrong cave she opened something she shouldn't have been releasing a metahuman more powerful than any we've ever encountered, the enchantress"
"Where is she now" Admiral asked
"In my pocket she has a secret heart buried somewhere in the cave whoever finds it controls the witch, we found her heart though." Says as she pulls out a briefcase and opens it
She opens it revealing a green rotten looking heart embedded in the cylinder container. "That things her heart" the general said.
"I've got one more person, she not strong as the enchantress but she's one of my favorites." She says as she flips the page to see a young girl with short Brown hair with her glowing green eyes and flipping of the camera.
"Abigail Adams. She was experimented on when she was ten years old. She has the power of telekinesis and can create visions or dreams based on what you love or hate. She can even manipulate your mind." Amanda explains
"How old is she, she looks young." The general asked
"eighteen" she replies
"How'd you catch her." Admiral said
"Her parents were murdered when she was just 13 then she lost her brother year later, went on a killing spree when we caught her she had nothing left to do so she stopped fighting, ever since then she's just been a sad teenage girl locked in her own mind."
" since she's very powerful we have a collar that's suck the power energy out of her leaving her powerless, other than her powers she's really good with knives" she explains again.
Both men were silent
"You want to put our National Security in hands of a witch, gang bangers, crocodiles, and some depressed freak?"
"don't forget Joker's girlfriend." The General adds
"These are villains Amanda, what makes you think you can control them"
"Because getting people to act against their own self-interest for the National Security of the United States is what I do for a living" she says with confidence "take the finest Special Forces officer the nation has ever seen, Colonel Rick flag." Continued "I I assigned him to watch Doctor Moone and just as I hoped it got personal, I have the witch's heart and Dr Moone has his. He'll follow my orders." She explains.
The men looked at each other silently thinking about this idea Amanda Waller has given to them.
"In a world of flying Men and Monsters, this is the one way to protect our country." Amanda finishes.
