Interpol, at the request of the Russian authorities, complied and issued a Red notice, a request to law enforcement worldwide to locate and provisionally arrest a person pending extradition, surrender, or similar legal action. Red notice were a very subtle request, because INTERPOL could not compel the law enforcement authorities of any country to arrest the subject of a Red Notice, but Each member country had to decide what legal value to give to a Red Notice and the authority of their law enforcement officers to make arrests.
