I believe they are connected somehow, Tsumugi imitates Junko perfectly and that's scary (Junko Is the only character in the franchise who receives new sprites in every killing game, meaning that she's always the real mastermind, so, when I saw her new sprites as "Tsumugi Shirogane's cosplay" something was telling that maybe Tsumugi Is not cosplaying as Junko, Tsumugi Is related to Junko biologically somehow!)  

I know, Junko has only her sister Mukuro but... But what if Tsumugi Is...

A perfect reproduction of Junko Enoshima?...

Tsumugi said this in her final class trial and maybe it's true, because I believe Tsumugi Is a clone, JUNKO'S CLONE...

This Is not impossible, in DR Gaiden: Killer Killer, someone has clones of herself; Mukuro Ikusaba, so what if somehow, Junko has clones too?...

So, maybe Enoshimaland was already existing in that world anyways, and it's not a surprise... Junko ALWAYS has another plan in mind, the cloning machine was her second option... She is smart... (However, I guess Naegi and the others killed her clones later somehow...)

A perfect clone who can cosplay perfectly, if you think about, it fits perfectly, Junko needed something like this to make things interesting to her viewers, the people who can vote from the outside world, the people obssesed with those killing games: Ultimate Despair....

After all Junko did something like that before, Junko was showing those killing games to her followers; members of her own chaos, ultimate despair...

However, Tsumugi lost a her final Voting Time because ultimate despair was somehow defeated (maybe Izuru killed them at the end, after all he wanted revenge from Junko... Think about it...)

With all she got, Junko was doing everything again, Just like Tsumugi said, it's always Junko Enoshima...
