OK so

fuscias are both the ruler, and the most bowerful physically. they live for a hell log ass time, they could die from old age in a millenia. but due to this their ability to mature enough and take care of a child is slower, MUCH MUCH slower. just like the rest of the caste becoming adults at 17 sweeps (34 years) this means they can be an adult, but for a fuscia her/his head might not be in the right place, this is similar to cat behavior how they can have healthy kids but tehy can be a bit too young to actually take care of them due to the lack of knowing or understanding of parenting yet. applying this to the trolls and fuscias, this means that the condeace can only have kids once a long while into her ruling, with it more likely only having one kid due to the system they use for reproduction. this is why fuscias are so rare while rust bloods are more common.

their strenghth comes from the water they have on alternia actually, as seen what the water looks like, it seems the water looks a little more clear and healthy. this is actually a bit worse because light can shine a lot better in the water like on land, along with that i belive in the early days of trolls what happend was purple or another type of blood caste group had to start living in water and through evolution made two catigories, fuscia and violet. my belif as to why fuscias are so strong and ability weilded is because in the begining of living in the water, there was no shelter, so possibly the rust bloods living down there had to hide, then through the intense sun in the water, was slowly able to adapt to the boiling water made from the sun. of course this is theory one for hoe the strength of fuscias came, theory two is a little more logical. along with the boiling water, they could also have to had tried to swim around, and due to surrounding change had to become stronger to swim in water properly. i belive rust bloods did this because its shown with the condace that she had alot of psychic powers, and rust bloods have a more similar color than cerulian bloods do. 

besides the explanation for reproducing and reproduction, how about we talk about the anatomy that fuscias have. now by living in the water, and the strength they evolved to gain naturally, the bone structure is actually a little weaker, and more thin to allow the extra musles room, this means if the fuscia was un aware you could snap their leg. along with the veins, the veins run through the body at a shorter distance, waving most of the main veins be at the sholder head and hips, branching off into less and smaller important ones, while rust bloods have more distance having the main veins at the elbows and knees. their nervous system is more vast and closer so they can sense things better like a hunting cat or feel through the water like we do to feel the wind. 

each blood caste has a size range, where rust bloods are more likely to be small or short with fuscias having a higher range of being tall and/or huge. the reason for this is the small side effect of being powerful, you stand out. now even though she is powerful this can still pose a threat because of the thin boned thing, or the times of sleep when they are not awake and aware.
