After the immediate approval of the Sokovia accords due to the attack on the UN headquarters, both Steve Rogers AKA Captain America, and Tony Stark AKA Iron Man, began to mobilize. Those who had signed in favor of the agreement went to support Stark. The heroes who had signed the agreement were Natasha Romanov (Black Widow), Vision, James Rhodes (War Machine). Those who had not yet decided to sign the agreement were, among others Wanda Maximoff (The Scarlet Witch) and Sam Wilson (Falcon) who in the end chose to abstain and support Captain Rogers.
While the deals were in the process of approval, Steve went in search of his partner and friend Bucky Barnes, now known as the Winter Soldier (Former Hydra Agent), who was the prime suspect in the attack on the UN Congress. Steve found the safe house where Bucky had settled. There he saw several signs that his friend was beginning to remember who he was before the Hydra brainwashing. He could not continue investigating because the man in question had arrived. Steve started asking him questions like why he had rescued him from the river two years ago, but the man with the metal arm was not letting go. Steve didn't have time to ask any more because the police were already there, having also discovered Barnes's hiding place.
Steve and Bucky managed to get rid of them without difficulty while the latter tried to get away and lose sight of the former.
Bucky's escape however was interrupted by a new player. This man, who was wearing a suit that closely resembled a panther, chased after Bucky. And the man in the Panther suit was also chased by Steve who just wanted to get to Bucky and stop it. The chase ended when the police cut off the three of them.

The man in the panther suit took off his mask, and behind it was the face of T'Challa, heir to the throne of Wakanda after the death of his father in the attack on the UN headquarters and Black Panther, protector of the kingdom of Wakanda, who sought revenge on Bucky for it. Steve, Sam (who had come as support for Cap) and Bucky, along with T'Challa were taken to a national security headquarters in Berlin where Bucky was locked up and where Tony tried to convince Steve to sign the agreements. The soldier refused to do so when he learned that Tony had locked Wanda in the Avengers' lair as a precaution (as people felt unsafe after what happened in Lagos). Shortly after Tony and Steve's short discussion, Bucky escaped his confinement completely insane, unable to stop anyone. He tried to flee by stealing a helicopter, but Steve caught him before he separated further from the helipad and they both fell into the water. In the fall, Bucky hit his head against the glass knocking him unconscious and Steve pulled him out of the river like Bucky did with him two years ago.
After waking up Bucky, the first thing he saw were the faces of Steve and Sam who had imprisoned him in an abandoned workshop as a precaution for him to wake up mad again. However, the opposite happened. As a result of the blow to the head, Bucky's memories came back to him and he already knew who he was but was also aware of what he had done under Hydra's control. Bucky told Steve and Sam that Hydra still had five more people with the Winter Soldier abilities ready to go. Steve knew that they had to avoid that at all costs, but he also knew that with the agreements, they were now fugitives and Tony would not allow them to run around like nothing. He and everyone who had signed the agreement, and possibly T'Challa because of his father's death, would prevent him from going anywhere. Cap was aware that he needed help. He already had Sam and Bucky's but still it wasn't enough, he needed more help. Sam knew a guy with very ... Peculiar skills, but he also knew of another person who could be very useful ...
For his part, Tony was aware that losing the Captain and Bucky in such a short time was not good, in fact General Ross did not take long to warn him that if he did not bring him back in 3 days the consequences would not be good. Tony needed all the help he could have to stop Cap because it was not difficult to deduce that those who refrained from signing would go to the Captain.
