Long Beach is unofficially divided into 4 territories: west, north, south and east. Each territory is responsible for all the citizens within the boundary. Disputes that occur between different territories may lead to a turf war. In such a case, squads are dispatched by the government of the territory to fight battles. Within the West territory there are about 15 squads but every so often there lies "shadow" squads which are a group of people who form their own secret organizations but do not report back to the government.
