I think this is a really cool idea. Like, When Deku is four and finds out he is quirkless, Inko gets a letter that says she could leave him somewhere where he can grow up safe from bully's with quirks and villains. And then the people, who are workers for the quirkless city government take Deku to the city, he lives a nice life there but remembers his Mom and Kacchan. Then I have no clue where to go off from there, but the city trains everybody self-defense. And Deku wants to sneak out one night to remember the rest of the world. Then he gets caught by Dadzawa. (Bc everyone loves Dadzawa) and he attends UA.
