Kyle Veigar, a man who is in possession of a power-granting mask is enlisted by the police to hunt down and kill the superhumans before the military are told and turn the city inside out to capture them. When an evil intergalactic organization known as SHOCKER has arrived on Earth and capture 10 human captives to be part of their Masked Rider Experiments until they manage to escape and live on their normal lives. When two Masked Riders realized that SHOCKER is creating monsters to capture more people for their experiments, they put together a team of the remaining captives who have been a part of the Masked Rider Experiment to become heroes to save humanity from SHOCKER as the Masked Rider Warriors.
