Lady Elena Arryn was born from the elder brother of Jeyne Arryn, and a lower-class Baratheon lady,  only a few months after Prince Aegon II. The crowned king Viserys offered to betroth the babe to his own son to mend any bad blood that might have festered after the unfortunate loss of Queen Aemma Arryn. The offer was accepted happily, a mother could want no better life for her daughter than to be wed to a prince. Only two years later, Elena's mother grew ill passing away, her father soon after in his grief, leaving his younger sister to inherit the Eryie. With intentions to keep his word, Viserys, requests that after Elena's 10th name day, she be sent to live in Kings Landing.
