Psychic hero: code red

When a government experiment has gone wrong and caused the entire planet's population to turn into slime, one boy has emerged from his puddle after 67 years. He discovers that he has psychic powers after emerging, and has to put it to good use to survive in the ruins of his former home city in Japan. Not to mention meeting with allies along the way, and provides him with a mechanical exosuit to survive and save the day.
