In a world where prisons are old school and expensive, a new system has been devised to keep the citizens in line. Instead of paying for the criminals' housing facilities and food, the government can now make money off of them instead; by kidnapping and selling their children.

A new culture has arisen out of this system, one where rich people, the so-called “people collectors”, can buy other people and build their own little cities to play king in.

In this society, a child's fate is not decided by his own actions, but rather by those of their parents.
