What does "hame" mean?

Sorry. I have weird curiosity issues.

Happy to explain!

It's something that goes around a person's neck. It came describe a beard, a collar, a shackle, etc. For example, Gandalf from LOTR is called Greyhame by some.

In the case of Haliax, he has an aura of shadow that surrounds his head. Hence, "shadow's hame."
