Since he's literally the demon of ENVY, he can shapeshift. Like that's obvious. He chooses a main form (the theme, aka Dan Howell face claim) for convenience, of course, but he still likes to switch it up sometimes. (:

He spent a lot of time in Europe (specifically modern-day Great Britain, France, and Italy) until roughly the late 1800s or early 1900s, so he grew accustomed to European accents, mainly European English (think the Berkshire area of England, specifically), when he was first learning human languages.
So there is, in fact, a reason he sounds British (':
