Just select a paragraph and the little comment bubble will pop up on the right that you can tap on. Also at the end of the chapters you'll see the comment bubble you can use.

@MissNocturalPaws Cool. Yes, many of us authors like to touch base with our readers. So you've already starting reading SOTPT? How far have you reached? Did you know that as a reader you can let the author know you appreciate what you're reading by clicking on the orange star (vote) at the top or the bottom of the chapter? That helps the author's book to get more exposure in Wattpad.
