            It depends on what you consider “wet.” You could argue that the state of being “wet” is being covered in liquid, in which water is not, however if you consider being “wet” the state of having a liquidness, where you could say water is “wet”. However, scientists believe that the state of being wet is being adhered to water. Water causes other materials to be wet, but it is not wet itself. Adding water to water just results in more water, not a "wetter" substance. 
            So, in summary, water is not scientifically considered wet.
            (I studied for this instead of my tests)
