By the year 2105 A.D., global weather has become unpredictable, with periods of drought lasting for months, devastating worldwide agriculture; floods have washed away entire cities.

Meteorological and biological research discovered a way to grant humans the ability to create weather - Project ARC (Atmospheric Renormalization Cortex).  The technology had advanced considerably by the time army brat Wendy Snow volunteered for the project. However, something went wrong and the project was terminated. All of the test subjects were killed, except for one.

Wendy managed to escape unnoticed from the purge and has settled in Los Angeles, CA to try and live a normal life. Her ARC implant grants her the power to control the weather with her thoughts and emotions. This ability is, as of yet, largely out of her control. Often, the effects of her power manifest themselves in  inconvenient and interesting ways. She will no doubt need some help learning to control them, but doesn't know who she can trust.
