CA (CharacterA) and CB are superheroes. This could be like a BNHA type society or maybe they're just local people with superpowers like Spider-Man.
So basically, the media see them holding a pair of babies (in BNHA case, two other heroes got turned into babies by a villain, in local case then civilians got caught in crossfire). The media then starts theorizing that the two are secretly a couple.
Now, it's up to whoever writes this, but they could either be enemies disgusted by the idea (enemies to lovers), or friends with obvious crushes on each other, or just friends, or maybe they're already lovers! It's all up to you.
