The entire Olympian Council was so silent you hear a pin drop and the birds chirp or the wind howl, nobody moved from thrones. It had been a year since they fought the Third War as they now called it. Percy had their blessings which made him immortal but they were planning on upgrading that status by offering him godhood again once they pinned his exact location and assessed his state of mind. Hence the news of his demise even though he was immortal did not sit well with them it did not just add up, it meant something had gone wrong somewhere.
The Titans, giants and Primordials rising up was ruled out because after the Third war, it would take them some years to reform before thinking of rising up in another attempt to take Olympus.
The council sent out Hermes to get the Campers in other to get to root of the pressing matter, but they were stopped by the Fates who explained that the campers betrayed Percy because they thought he was working with the enemy thanks to Clytius Illusions. The result of the constant betrayals as they explained was that his flaw turned on him with devastating physical consequences in the form of burns on his skin and gradual muscular detoleriation, the combined fatal effect being death which had already happened and for which Artemis, Aphrodite and Athena mourned.
Meanwhile back with the Hespirides in their garden, the hero Perseus Achilles Jackson lay dead interred in a glass casket.
Artemis, Aphrodite and Athena were mad, the man who they loved dearly was in the throes of death, but Thanatos would not take him away as far as they were concerned. He had done too much to die like this, he deserved the highest honor of godhood and an eternity with them by his side.
That being said, they told Thanatos to return to the Underworld as Percy was not for the taking as his achievements were well known not needing to be listed and he had not received his reward.
Not to mention that he had saved them a third time. This news surprised Thanatos, Percy had saved them a third time?
Curious, he asked for more information.
They explained that Camp Olympus came under attack from a combined force of Titans and Giants, Percy had spotted them while patrolling at the outskirts of the Camp. Seeing that he was too far from the Camp to call for aid from the Camp, he did the only thing he could which was to take on them himself.
Later on the midst of the fight, he called on them to which they came and together they defeated the invaders sending them back to Tartarus before Clytius struck affecting the campers with his Illusions.
Shocked at the turn of events, Thanatos retreated, telling them that by the will of Inevitability and destiny Percy could no longer die as a Mortal would as he was no longer mortal. He had surpassed mortality becoming an immortal hence he would only fade like them but if he allowed it
In other words, simply put, having survived many dangers/conquered numerous enemies as well as surviving three horrible Fates and lived to tell the tale, by destiny's will, he had become a god although he was without a domain.
Also he was reborn pure as a god without a flaw, though he would get his flaw back when he received his domains. He was no longer dead but was rather unconscious.
Thanatos then informed them that they needed to report the new development to Olympus. They were sad and reluctant to leave him alone, so they refused to go until it was decided that one of them would stay back with him while the others went to deliver the report. By picking lots it fell to Aphrodite to stay with him while Artemis and Athena delivered the report.
Meanwhile, Thanatos changed his records to reflect the new development. Rather than read that Percy Jackson was in Elysium, it now read that Percy was a god.
Hades was surprised and happy at the news when Thanatos telepathically told him about it. He was glad that his nephew who had given him back his throne on Olympus alongside Hestia, who he informed of the news the same way Thanatos had told him.
They both decided to keep quiet about it and wait till the news bearers arrived.
Olympus
Artemis and Athena seeing the semi-glum atmosphere(they were quick to see certain persons already knew what had happened) as they arrived told the other Olympians that though Perseus was dead initially, surviving a third war made him transcend his humanity to godhood.
Poseidon practically fell his throne at the surprise news.
Hermes ran across the throne room and back.
Apollo could not hold his laughter and fell on the ground laughing in happiness.
Demeter  Dionysus and Persephone made flowers around the room as well as the mortal world.
Ares sharpened his sword excitedly, now itching for a fight.
Aphrodite released doves across the room. Hephaestus lit fireworks.
Zeus and Hera sent lightening across the skies.
All with smiles on their faces, happy that Percy Jackson had finally joined their ranks as he should have years ago.

Ladon listened to Thanatos words immediately understanding them, as a newly born deity with no domains, Percy could easily be swayed by the Titans or Primordials, if left alone.
Sure, his father would come and restore his ties to the Sea later but until then, he had to be secured somewhere for his own safety. Tying him to the garden would prevent from straying and falling into the steel grip of the Titans or Primordials.
He therefore poured his power into Percy, telling the Hespirides to do the same which they gladly did.
Another important reason why they bonded him to the garden to help his recovery was because, the Hespirides complained that they could not feel any emotions from him except:
Fear
Sadness
Loneliness
Doubt
Hatred
Guilt
Regret
Pain
Despair
Sorrow
Shame
Anger
Rage
Fury
Wrath
And most of all aloofness, according to them from what they saw in his mind, he had erected a wall to hide his emotions.
As a result, he could not start nor hold conversation anymore. Never took or told a joke or even said something sarcastic. Never smiled, always kept to himself.
Rarely paid attention to anything around him except for when he was:
1. Caring for Ladon
2. Driving out intruders from the garden.
Furthermore, he always kept a straight face not showing any emotions, only spoke when spoken to and usually gave short/single word answers.

Demeter felt the spike of power in her domains of growth and harvest but did not say anything of it as she wanted to find out who it was.

Note: I added Demeter in since her domain is connected to Vegetation, planting and harvesting.

Recovering themselves from the euphoria, they all flashed down to the garden, finding Perseus up and doing around the garden and recovering nicely. To their surprise though, he simply greeted them with a "Good Day Olympians" and continued his work of pruning the trees in the garden.
